DEEP WATER PORT, PROPOSED TANK FARM

FREEPORT, TEXAS

A new tank farm was proposed near Freeport, Texas.  The expansion was to be divided into two phases.  Phase 1 would consist of constructing 13 tanks, miscellaneous pipe racks, administration buildings, a pump station, and a containment berm around the perimeter of the tank farm.  Phase 2 would consist of constructing 13 additional tanks, miscellaneous pipe racks, and a containment berm to the north of the Phase 1 location.  Each tank would be designed to store 600,000 barrels of oil.  Eustis Engineering performed 43 cone penetrations tests (CPTs) each to the 100-ft depth for the southern site tank farm.  We performed the CPTs using one of our track mounted cone penetrometer rigs.  Our engineering analyses included recommendations regarding ringwall construction of the tanks, earth preloads and tank hydrotesting, and wick drain properties and installation.
